Why do you get the message "Under Construction" in WinCC flexible when attempting to connect to the MiniWeb with the HTML viewer?

Description
The "Under Construction" message can be displayed among other things if "Internet Information Service (IIS)" is installed.

If, for example, you are using the "WinCC Web Navigator Server", then when the "Sm@rt Service (HTML pages)" function is started and the "IIS" is active, the "Under Construction" message is displayed.
The reason for this is that both services, the IIS service and the "Sm@rt Service (HTML pages)", access Port 80.

Sample case for possible error messages:

No.
1 "IIS" is enabled
  • "IIS" is enabled and an attempt is made to start the "Sm@rt Service (HTML pages)" function.
    The "Under Construction" message appears.
