Problem
When you have activated DSC (Dynamic Serve Control) for a axis in S7T Config and select "Load side" for "Mounting of encoder" then "Save and compile all" will fail and show the error meassage: "(3311) Error while creating the system data."

The consistency check in S7T Config creates an error  (in the detail view "Compile/check output") like the following:
"Error    Technology: [Name of the axis]: Illegal configuration (parameter TypeOfAxis.NumberOfDataSets.DataSet_1.ControllerStruct.PV_Controller.enableDSC, value 173, Parameter: TypeOfAxis.NumberOfEncoders.Encoder_1.AssemblyBase. assemblyBase, value 1)"

Cause / Explanation
DSC can only be used with encoders mounted on the motor side.

Remedy
Deactivate the DSC functionality.
