Well, shutdown means power off, and power off means you need to power-cycle the device to restart. Unlike your PC, this device has no power button. Actually it also has no power control circuit, so power off will just make the device halt. The fact that this turns on the error LED so far is due to a bug in the firmware, see https://github.com/siemens/meta-iot2050/issues/11.
