I want to creat a library For mining. 

Is that possible in PLCS 7? 

I am new to this world, I'm used Step 7 or Tia Portal.

in PCS 7 you have the same opportunities to create a block as STEP 7, also with LAD/FBD/STL and SCL. The step-chain are implemented with SFC which similar to S7-GRAPH.

But before you begin to write all blocks itself, PCS 7 offer the installation setup CEMAT with is specially designed for the mining industry. Siemens offers a demo project with CEMAT, see the application example SIMATIC PCS 7 in the mining industry (demo project).
