I encountered a similar problem; when the TP700 Comfort Simatic HMI is powered,it immediately starts blinking continuously displaying the initial screen with the inscription 'SIMATIC HMI'. It runs through several squares and the display goes blank/off for few seconds .It comes back on with the Windows CE desktop and continues blinking. The Loader window doesn't appear and Runtime is not started. It remains on the Windows CE desktop blinking.
