I am not sure if I understood your question right. However, both APL and BasisLibrary will be needed in any case in context to the linked thread you've referred to.

Advanced Process Library deals with the process control blocks while Basis Library mostly deals with the system blocks, communication and device related aspects. If you are looking at simulating the inputs of certain blocks, you might need both of them in place. If your requirement is something else, please elaborate for better understanding.

I took some photo to clarify more. the issue is that, when I'm using APL V7.1 I cannot find a variable named "Sim_on" in the Process object view->parameter.

SIM_ON is a parameter which is available only for Channel driver blocks and since the requirement of the user in the linked post to your thread is to simulate physical I/Os 'Signals' he has filtered the same in the Process Object View.

Also, as mentioned in the linked thread, it is important that you have selected the respective SIM_ON (or any other parameter) you wish to change values in test mode as a 'Signal' or 'Parameter' so that it populates accordingly in the respective tab of the Process object view.

To enable the online (monitor) mode, Go to Online mode and enable monitor checkbox in the respective row of 'Signal or parameter' tab of POV. (Refer screenshot attached)
