Does anyone know , why searching on symbolic table sensitive  to capital letter ?

I don't understand your question. What do you mean with sensitive to capital letter? Do you mean symbolic with special characters?

And who is searching, you or STEP 7 ?

I recommend to save your project with "Save as" together with the option "With reorganization (slow)".

On the symbolic table some words starting with capital letter and VS some with normal .

I.e.  Valve typed with capital and valve normal.

at this condition when you searching , have different result for starting with V or v !

you can try it .
