My problem was solved. The error was caused by my AS project. 

I retrieved a compiled AS project (previously compiled in local station) and dump it into master engineering station for OS compilation. 

I solved the issue with a full compilation on AS project using the engineering station and later recompile the OS again.

I have a question regarding on your solution. Did you entire compile the charts and how about the download? Is it entire or changes?

This error occured after I deleted some unused blocks.

Entire compilation does not lead to a entire plc download. To download PLC changes, the timestamp should be the same and most of the DB  structure in offline and online should be matching. 

you can do a backup before entire compilation, if a full download is needed after entire compilation, you can restore back your as project.

Yes I try this in my laptop (simulation) and it does not require an entire download. 

But this is not the solution I did on actual. I just do an entire OS compile again on ES and OS server with memory reset and the result, no error on both .
