can you explain a lil better what is your goal?
1 - do you want user can change user password in "User Administrator" by WinCC page?
2 - do you want perfom something like confirmation before accept command generating random password?

In second case you can do by script as well as cumulus suggested.
In first case depend from what version and tools are you using (Simatic Logon, Server/Client configuration, distribuited prject.....)

You can write C- and VBS-scripts, so you need C- or VB-programming skills. necessary adjustments can you get here, when you post the sourcecode.

The first problem i see is the security of your password, if you use it in real life.
