I faced this problem and it bothered me much. But fortunately i solved. Though I followed all the manual procedure. finally I created another user in user administration win wincc. I Logged with the  new created user.

I have the same problem. I have Multi user project with 1 server and 1 client project.  When I start the client I got the message "Start picture not found. Please config the desired start picture." When I click OK I can select start picture and i see all pictures on the server, but whatever i chose it give me the same message.Im using V7.5.

Kindly resolve my problem.

Make sure you selected a start picture in the clients configuration.
If it doesnt work ...

1. Stop the WinCC-Runtime

2. Delete the serverdata

3. Right click on server data > Implicit update > Make sure the options "Update server data when project is opened" and "Automatic import" are checked under "WinCC CS"

4. Run "Reset_WinCC.vbs" which is located at path C:\Program Files (X86)\SIEMENS\WinCC\bin\

5. Delete all .dcf files in the WinCC project folder

6. Open the WinCC project

7. Right click on serverdata > Create serverdata

8. Start the WinCC runtime

This worked for me a lot of times
