if there is no automatic switchover of the Client,
there may be something wrong in you configuration.
Sometimes it helps the renew the dcf-files, see FAQ:
"How do you delete the DCF file of your WinCC project?"

For a manually switch over you can only stop the runtime
and close the project on the Client.
The open from the Client the project on the other Serve
and start the runtime.

Is it possible to manually force switch-over between redundant servers, i.e. switch Active server to Standby and Standby to Active without stopping Runtime?

Yes you should be able to switch by using the @RM_MASTER tag.
If you set it to true on the slave then this should take over the MASTER role.
