I think there cannot be made a Powerpack, because in ALM there is no valid WinCC License.

If you want to do a Powerpack you need a valid (and bought) WinCC Basic license.

The integrated winCC basic functionality of a Step7 license in TIA Portal is not enough for that.

So I would say a new WinCC Advanced License is needed
