I have a DB with parameters with the following structure:

Gain REAL, Ti, TIME and Tm REAL. Variable table allows me to observe value of Ti (TIME parameter) as DB2.DBD4 and I have a possibility to chose TIME as data type in the VAT.

Now, I have created a TAG DB2.DBD4 as signed 32 bit in order to put this variable to WinCC/ It is not possible to create a Tag with type TIME, and I now wonder how to show this time value in an I/O field in WinCC Runtime.

I/O filed doesn't support TIME format, so I can consider this variable as DECIMAL (milliseconds) and divide with 1000 to get seconds, but do I need to do this inside WinCC or to perform this in PLC and then create a separate TAG for converted value?

It does sound as if you are on the right road already.

TIME is a signed 32-bit integer. Only inside Step7 will the number be shown with day:hour:min:sec:ms units. Anywhere else the TIME is a DINT that is a millisecond value. You will have to tell WinCC on how to handle/scale the value.

Thank you guys. I have decided to create add new variable to the datablock variable, but type real. I added a new network to the PLC program, used Move instruction to move TIME variable to DINT and then used Move gaig to move it to REAL temp variable and divided with 1000 (to get seconds from milliseconds). Another Move instruction move this calculated value to this newly created DB value. 

Later I created a Tag in WinCC and then used simple I/O filed to show the timer value, but as REAL number. 

Maybe it is not elegant and uses temporary variables, but it works.
