The DIG_MON was part of the classic library, a new library exist called APL which is standard library nowadays.

You can use the classic library blocks, see the following page under chapter "6.Library": Libraries 

Please use the following document: Software update in order to know how to implement the classic library. There are some installation steps to do.

hi . i install pcs7 ver 9 and It works well  but i cant find DIG_MON block  in library If this block was available in the library folder in version 8 . If anyone can help me find the DIG_MON block in version 9, I would appreciate it

You can use MonDiS or MonDiL instead of DIG_MON block.

MonDiL has more features compared to DIG_MON. 
(The MonDiL block is used to monitor a digital process tag with flutter suppression(Which as same as DIG_MON block). The block reports excess flutter signals which are generated within a defined period.)

To get Monitor Block inside CFC:
Libraries > PCS7 AP Library V91 > Blocks+Templates\Blocks > Monitor >.........

That only works if you have a new project. A migrated project cannot be converted to APL so easily
