I have dealt with problems like this on other occasions and as indicated in the message they are problems with SQL databases.

However, due to the installation history, it cannot be said whether this is the cause or a follow-up behavior.

My recommendation is to reinstall the operating system, make computer settings (computer name, etc.) and then restart the installation. This is the quickest way to fix it or make sure all SQL instances from the previous version have been deleted.
