I am using IN_RANGE block, but it doesnt work even if the value is in range as in the pic. 

What can be the problem?

Could it be that you reversed min and max? try this min: -1.0 and max. 1.0

In scl this instruction is absent contrary the documentation but it can easily replaced by a if/else construct.
