Other specialists on site uploaded a project from PLC to PC, we are trying to open it in a TIA Portal V16, as the project itself is v16. We cannot simulate the project, becasue "error while loading" occurs.

There is no protection of the files detected...

The question is: is the program even operational? We are completely new to TIA portal and need help...

I connected to the PLC yesterday and it seems that the project isn't whole, there are several blocks that are know-how locked and the previous guys couldn't upload them from the PLC.

as far as i know from the tutorials the know-how blocks cannot be uploaded from the PLC as normal ones, right?

it looks complete to me and it compiles.

there are some some library inconsistencies, but they can be fixed by updating the types in the project.
I think this is the problem not letting you "download"

there are a whole bunch of warnings related to type conversion, but they are a non issue (int assigned to word).

there are a lot of of I/O addresses not configured, but they are used in an FB called simul, so I don't think they are an issue.

If you don't mind me asking, how do you update the types in the project? 

Now that I think about it it might be because I am using TIA V18, if you are not seeing the warning in the lateral tab libraries disregard my comment about the libraries.

anyways, broad strokes description of what is happening: when an object from your library is marked as default, and a different version is used in the project, TIA will not know what to download. You can do 2 things,

1. you find what version is used in your project and set it to default in the library
2. you update the objects in your project to the default version

to update do as follows:

select right click in the library on what you want to update, select update>project, a popup window will ask you wich devices in the project do you want to update, select accordingly and you can choose if you want to delete from the library the now unused objects.

There might be some differences in the library management from V16 to V18 but the mechanism should be the same.

Alternatively you can find your FBs that are linked to the library (recognizable by the little triangle on the icon) and right click on them in the project tree and select terminate connection to type, this will make your FB regularly editable from the project, without using the library.
