Can't open a TIA Portal v17 project in TIA Portal v18 environment

The Migration tool does not see files with .ap17 extension, and when I try to force open the file, TIA Portal v18 starts and closes immediately. I cannot open sample programmes written in earlier versions than TIA Portal v18. I cannot open sample programmes written in earlier versions than TIA Portal v18. Thanks! Migration option is for old Simatic Manager project, not TIA Projects. Earlier version TIA project you just Open. Have you installed the latest updates to your v18 TIA? Do you have a supported operating system version?

That's exactly what I do, I select the file 109743917_CPU1217C + V90 PN for Position Control_PROJ_V17.ap17, but when I press OPEN the programmes immediately exits without giving any alarm messages. I think there may indeed be something with my operating system.
