WP251 Unreachable

One of the modules is reporting that it is “UNREACHABLE “in the TIA diagnostic buffer. If I put dip switch 2 to the down position then the fault goes away. Can I run the module in this way? It is connected to the cpu via the rack. Are there any other solutions?
