WinCC Error (alarm control - basic picture manager)

Hi everyone.. I want to ask you about my new problem which is about bpm and alarm logging.. when i start a wincc project, on the alarm controls it writes "not active " and the menus of picture tree manager can not be shown. so I tried to put a c diagnose on the first picture to see what is happining you can see it on the added files. I checked that I have rigth of admin and all simatic groups ... I created a new project from 0 and it isnt working again. I put also diag folder to attachment files but nothing there as far as I see. But when I tried many things I could see 2 interesting errors but its not always giving those errors. after many pushings I could get those errors :) 1 of these is is a dcom error I found it on event viewer The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {BA126AD1-2166-11D1-B1D0-00805FC1270E} to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20). This security permission can be modified using the Component Services administrative tool. 2 . is after millions of wincc project tryouts I saw that there is a file called events.log in wincc\diagnose folder which has only this linegscrt.exe : 24.11.2006 15:00:13 : SIMATIC HMI WinCC (GlobalScript Runtime): Error :Error at GTI APEndAct There is no connection to the script control.
