Because the bit is not reset?

Not possible.

Your rung of logic has them in series, meaning AND, so in essence, you are saying this: If (A > B) AND (A <= B) THEN (RESET BIT) If (A > B) THEN (FIRST TIME ONLY, SET BIT) The reset bit portion can never happen.
