B0601, 1st AND element?

I've searched what the reason is and could find B0601 AND 0.78 1st AND element, but I couldnt understant many things. can someone explain me what the root reason is. I mean that I'd like to know detailed knowledge about binector0601 and 1st and element thnks in advance
