Follow the hints in the following FAQ to extract the hours and minutes from the RTC and compoare them to a predetermined value in your program to launch you block: How can you read out the S7-200 CPU clock and output the values in integer format and how can you set the S7-200 clock with default integer values? Please refer to the help system of Microwin (as Daniel directed). Microwin's help is the best PLC in-software documentation I have seen.
