DW addresses (words)in S5are converted to DBW addresses in S7.
Syntax of comparison instructions are changed,>=F in S5 is changed to >=I in S7.
S5 flags (F0.0) are converted to S7 markers (M) or temporary(local) variables (L).
The syntax for loading a period of time is changed from KT 500.0to S5TIME#5000ms.
The result of the compare function influences the result of the RLO.

My guess is this is a code snippet rather than the complete code? I don't really see the use of this code that's why I'm asking this...

For the ladder conversion:
-use comparator function greater or equal to compare DBW122 with DBW202;
-for%L0.0, use temporary variables (#temp_tag) or markers (M0.0);
-use theon delay timer (TON) instead of (SD T21), you cantrigger the timer by an AND of you local variable and the result of your comparison function.

I think you have enough to make the conversion of this incomplete code now
