I am not familiar with your PLC's communication requirements.

But by doing a bit of digging both here and on Motorolla's websites it seems that Modbus/TCP could be a common protocol between WinCC and the ACE3600. OPC could be another method.

See the attached document.

As far as the actual implementation of the communication link, you are going to have to read on both platforms and determine how the data exchanges will happen. In that case, as stated earlier, you could look into OPC connections. WinCC 6.x supports OPC client connections, you would need an OPC server for your Motorola PLC, on Modbus if you like. Search for Matrikon, Kepware, OPCconnect...

You could also use a gateway. I suggest you look at Red lion, their DataStaion systems make thisns very easy to configure communication exchanges; of course there are many more manufacturers of such systems.
