and what is the right procedure to download the program again and return the CPU to RUN mode?

When a power outage happens and you only have RAM as external memory, the program lost.You have 2 options:

1. If your project is developed with basic STEP 7 package, first download the hardware and connections.After normalizing hardware copy blocks to CPU by selecting blocks inside blocks folder(except system data) and select download.
   
   
2. In case of PCS 7, that is most probable with S7-417H,try to download hardware first and then download user program from CFC editor.In case of safety programs, you need a couple of passwords to know.

yes , As you said i have PCS7 , could you please help me to do the two steps:

1-download hardware 

2-download user program

It is not only downloading the hardware/user program only.There are some safety precautions to consider for hardware and plant. I strongly recommend to ask somebody familiar with plant/machine and PCS 7 to do that.

 if i using compiling and downloading objects options , is it enough???

 Thanks , i used this option to download the program , and it is online now , 

but there is another problem , the CP-413 doesn't  transmit any data to HMI running wincc ,

is there any configuration file must be downloaded to enable communication???

 The first option that I check would be status  of connections in Netpro in online view.

 When checking it in netproi found the attached photo
