this message is ok because you need a basic installation of PLCSIM V5.4 to install the SSP's.

The basic setup is not available as single download.
But you can download the TIA Step7 TRIAL and extrct the PLCSIM installation from the Installdata.

Or you contact the Siemens representative near you and ask for the SW.
