 Yes. The best program now is EPLAN P8. 

Siemens and most manufacturers now make EPLAN macros of their products available online. 

And with these macros you can make wiring drawing and mechanical layout as well.

Siemens put also the 3D layout for its products. 

You can download it from CAx.

And you can open it using solid works. 

About the importance of 3D layout,  I believe it may not important in many cases, but sometimes it's very important. 

I made 3D drawing for an Ex panel because I wanted to use its mounting plate and its door. So I need to make this drawing during design phase. 

ALL Expert have suggest about Auto CAD and Eplan  i am also agree with them,

but is there all conditions are satisfy ? asZeid Sinokrot

Siemens Automation and Drives actually owns a CAD company (actually it is much more than just "CAD"). This company gives away for free the 2D capable software.

The catch is that you need to register (not really a hassle for most). The 3D capable software is not for free.

I prefer using this software over good 'ol Autocad.. especially because there is a legal free edition but also because of how it works

Late note: Some other packages are available under GNU (free + open) licensing, but it has been a while for me seeing if there is anything worth mentioning.
