We have thin clients running instances of an RT Pro application being served by terminal server.  All functions normally but pressing, clicking or otherwise 'activating' data entry fields (input/ output) do not open the ITC on screen keyboard.  One must open the ITC taskbar (which is normally minimized) and then open the keyboard, and then make the data entry.  Very cumbersome.

What might be preventing the onscreen keyboard from functioning? 

The project Runtime Settings does have the 'use screen keyboard' checked.  When accessed from a PC IExplorer Web Navigator Client, no keyboard pops up but since it is a PC, data is entered at the keyboard.

When run in Simulation on the configuration PC, the black popup keyboard does appear.

I have tried configuring numerous Events for the I/O field (Click, Activate, Press Left, etc.) and nothing seems to work.

Is there a built in keyboard function missing?

I have attempted to implement the suggestions in the WinCC Advanced case.

I located the command files and executed them on the server that is used to configure TIA and WinRT Start.  There was no change.  Keyboard does not pop up on the ITC.

ITC firmware is V2.02
