your hardware-configuration is ok, but do you check your wiring?

Can you make a short circuit between Pin 18 andd 19 and measure how high is the current. The current should be 20 mA, if is not the value then is your channal damaged (in my opinion). Otherwise you should check your wiring between PLC and the sensor and the sensor himself.

Do you have connect Pin 10 and 11 to GND?
