I am struggling to install WinCC Comfort Advanced V13.0 SP1 on my work laptop (any expert please verify that this IS the version my project is telling me I need).

I AM a local administrator and I do the restart the installation package requires but after the PC is restarted and the installation should start is just ask for another restart - how can I get past this "self-lock"?

I have the same issue with the Simatic S7 PLCSIM v13 installation.
