Please check earthing and power supply regulation for spikes.

do it like it is described in the manual. If all LED are flashing, the manual says:

S7-300: Installation, page 220

Your CPU has an internal system error. The procedure is
as follows:
1. Set the mode selector switch to STOP.
2. Perform POWER ON/OFF.
3. Read the diagnostics buffer with STEP 7.
4. Read out the service data for CPUs ≥ V2.8 (see chapter
"Reading/saving service data (Page 205)" )
5. Contact your local SIEMENS partner.

Your CPU have internal error

I suggest you to open a    Support Request

Because i already suffered from this problem.

                          I have been suffered from this  problem two times . One it was a faulty CPU fault resolved by replacement of CPU , And 2nd time there was a faulty Signal module in the rack & fault resolved by replacement of faulty module in the rack .

I am just telling you about my experience &  trying to show you the both possibilities .

 after that event a memory reset was requested and done.

As already mentioned I recommend you to open a Support Request

Send them the Diagnositc Data. They can say you exactly what happened and what you can do.
