I will create a WinCC application that will connect to an GeFanuc PLC. Do I need to install a driver to be able to connect to the PLC?

Which version of WinCC are we discussing here? WinCC v 7.x, WinCC v1x (SPx) Advanced, Professional, Basic...

And what model of GE Fanuc PLC are you working with? 9030, Versamax, RX3i...

As an example: a RX3i can easily be configured and programmed for Modbus/TCP communications, while WinCC v 7,3 and WinCC Advanced/Professional have a ModbusTCP channel. This would be an easy way to connect the SCADA and the GE Fanuc PLC.

For a better answer we would appreciate a more detailed question.

Basically the proposed solution should work, if you know how to use your 90-30 TCP/IP communication interfaces to setup a Modbus TCP server:

WinCC v7,3 has a ModbusTCP channel that you can then connect as a Modbus TCP client to the 90-30 server:
