try to start the SW as admin.

there could also be a problem with the ALM. The encrypting can not be completed. Therefore Siemens has following "solution" to do it manually:

1. Close all Siemens applications.
2. close the ALM-service in system control.
3. open in Windows-Explorer the file „C:\ProgramData\Microsoft\Crypto“.
4. change the name of the file „DSS\MachineKeys“, „RSA\MachineKeys“ and „RSA\S-1-15-18“. for example name it from „DSS\MachineKeys“ in „DSS\MachineKeys_old“.
5. do a system restart.
6. check if „Automation License Manager Service“ runs again.
7. Check if all licenses are shown correct
8. If yes, you can delete the files in step 4. Attention! Only delete the self named files („DSS\MachineKeys_old“).
