After changing the parameter p9501 = 0x03 

b0 =1  enable safety reduced speed

b1=1 enable safe limit switch

the drive has become not active.

all control is done with SINUMERIK OPERATE.

You should write this post in SINUMERIK CNC automation systems product conference.

BTW, when you need to activate Safety Integrated functions, you need to set related parameters. After enableing specific safety function by setting machine data & parameters, need to conduct acceptance test. In your case fault code 1000 significance is safetly parameters are set offline & loaded in CU. Please refer SINUMERIK 840D sl/SINAMICS S120, SINUMERIK Safety Integrated  manual chapter 4 & 9.
