You need to check your PLC logic on line with Step 7 simatic manager & confirm how these are SET. Then you can modify as per your requirement.

You need to check PLC logic as those are set in PLC logic. So even if you try to set in PLC status, it will not get SAVE. 

Please go on line PLC & check the logic. If you have hard copy of PLC logic, check how these bits are set, accordingly you may check the status of inputs which sets these bits. Then you can force the status of inputs & set the bits. (All it depends on how PLC logic is written.)
