what is difference between B#16#... and W#16#... data type?

It is a notation for a numerical constant. This notation is for human usage. The program does not care what notation is used as the only data the PLC knows are TRUE and FALSE states.

Assume it is  a#b#c.
"a" - the storage length (byte / word / dword) of the value
"b" - the number representation (2: binary, 16: hexadecimal).
"c" - the value written in representation of "b".

B#10  is a strange example. The numerical constant 10 stored within a byte. The number representation is base 10 but not specified.

The "_" character is used as a spacing character and can be used anywhere.  DW#2#1000_0100  is one example where 2 groups of 4 bits spaced. The other 24 most significant bits are safely assumed 0.

Also legal is for example 16-bit signed hexadecimal number  INT#16#8000  . A special one would be something like  LREAL#1_234.567_890  (64 bit real number). Saying   1.0  assumes it is a 32 bit real number, so does  REAL#1.0  .

Others like "time of day" and time is regularly seen as a notation. Decimal numbers are used but other notation complexities can be seen. Example:  T#1D_4H_3M_75MS  -- the actual number used by the PLC is a 32 bit signed value to represent milliseconds.

The help function in the engineering software gives examples of constants notation for all data types.
