I minimized the whole system to PG/PC, router and panel to try to track problems. I have a little progress but I am far from success.

I did as described in document you linked, except I was unable to pick "Ethernet" in "Type of the PG/PC" Interface in "Extended go online" window. I only have PN/IE and TeleService options. There is no "Ethernet" option.

I still could ping panels successfully but was unable to go online.
I couldn't load project to panel unless it was manually put in transfer mode in spite of both Transfer control options in panel: "Enable transfer" and "Automatic" put to ON state

I added to the project a PC with address from PG subnet and also added router.
I connected subnets via router in the project.
Now I am able to download project to panel without manually changing panel mode to transfer. But I still can't go online with that panel. Searching in "Go online" window gives negative results. Panel is invisible.

I assigned PG/PC Interface to subnet in which PC is located. Nothing changed. Update accessible devices gives no effect.

So I have invisible panels behind the router which are somehow downloadable.
