Had the same issue.  It was related to my Windows profile.

To fix it

Log as local administrator and delete the user profile using Advanced System Setting: 

1) In Advanced tab, under User Profiles section, click Setting.

2) Select the profile and Delete it

LogOff Administrator and LogOn with the User name.  It will recreate its profile

I was getting the same problem after I reinstall a fresh copy of windows, then after installing WINCC 7.3 again, i could not open the old projects and get the same error you've mentioned.

Finally the problem was solved through the following:

1. make sure that both SQL SERVER (WINCC) and SQL SERVER AGENT (WINCC) services are started (automatically).

2. copy your project to wincc default projects folder.

3. Manually, add "SIMATIC HMI" & "SIMATIC HMI VIEWER" to your project folder groups or usernames by:

right click in your project folder, properties, security tap, click on "edit" under groups or usernames, then add, then type the A/M into the box off-curse one by one

4. remove read only from the main project name folder, by right click in your project folder, properties, then remove read only check.

5. inside your project folder, delete files as following:

projectname.lck

projectname.dc

projectname.dcf

This worked for me; hope it helps you.

Hi friends

for me the problem solved by completely different solution because the reason of the problem was some how initial issue.

I was copying the projects file from engineering system to my server, and it cause to get the error "server is not available" while opening the project in server wincc, then I remembered that I should do this:

1- make a drive map of the server specific file in engineering PC my computer

2- define mapped driver address in pcs7 project for server

3- compile the server and download it via pcs7

*just don't copy the files manually, do it from Download option in pcs7
