Yes you can use it as 1phase 200-240V AC input & 200-240V 3 phase AC output.

Don't forget that in addition to the power module part number you have quoted, you also require a control unit to control said power unit.

See HERE to view the available control units, it largely depends on what your application is, as there are control units specifically for pumps and fans (CU230P-2 DP or PN), some general purpose (CU240E-2 DP or PN) and some with encoder interfaces (CU250S-2 DP or PN) to list a few examples.
