Can someone help with the CFC configuration of a hand valve please ?

I want it to be impossible for an operator in Scada to change the position of the valve, only to be able to visualize its curent position

i've tried things like Modliop 1 and Localli 1 but it doesnt change anything, in runtime i can still change to position of the hand valve in runtime
