When I try to open a project containing PID_COMPACT I get an error saying that I have software packages missing. Does anyone know how I can get the missing components?

V13 with WinCC V13 Professional and step7 V13 Professional

EDIT: Update 9

I downloaded the project for this link and opened it with V13 SP2 with no problems.

I recall opening the same project months back with V13 SP1  Update 9 but I may be wrong.

You may as well upgrade to SP2 and give it a try.
