Did anyone ever solve the problem of why the CPU needed to stop? I have a CPU now that I cannot download even a small change without the CPU having to stop. This CPU did not require stopping untill recently. 

Hard to say what will help you since you do not share much detail. You might have an old generation CPU which always went to stop -- for all we know.

Added to a usual required details the following..
1) Which procedure do you follow to download? (screenshot video is welcome)
2) Is a safety program involved?
3) How full is the PLC memory?

with this amount of detail, we could not really help you.

In general there are some preconditions for download in RUN mode.

With following link you can find a table, for different CPU base models and which actions are needed or possible to download in RUN.

This list tells me that I can download new DB block in RUN Mode - S7-1500, optimized block access... BUT. It's depends.

Sometimes I can, sometimes TIA asks me to stop modules. Why is that? For example, I need to add new data block with few of booleans which I even don't use. In one project I can do this easly in RUN mode, but in other project I can't upload this same block. 

It seems the problem was due to too many alarms in the project. Some had to be removed by the OEM to get under the maximum allowable number of alarms for the CPU.
