This may be a switch mode power supply failing to start up. The starter was a capacitor C65 on the lower board. From memory this was an electrolytic. To get at this lift off the upper control board, C65 is below on the power board.
I cannot guarantee this is the problem as this drive is quite old now, and I guess it has had a good life.
