  Siemens document "SIMATIC Logon Readme V1.6 Update 2 A5E40700191-AC" does not refer something regarding installation of Simatic Logon on Virtual Machine.
  Regarding Windows Server edition, the document says only about Windows Server 2008 R2 and Windows Server 2012 R2, nothing about newer versions such as Windows server 2016 or 2019...

Regarding your first question, I recommend using the Compability Tool, since you will be able to check the different environments or products with which the operation of SIEMENS products has been released. You can find it here:

Regarding your second question, there are 2 types of licenses for the Logon, one for server and one for connecting devices.

The server license is mandatory and is mounted on the PC where the Logon was installed.

The other is called Logon remote access and there are several depending on the number of computers you are going to connect. This is only necessary to connect panels and Advanced runtime. If you are connecting Runtime Professional or WinCC V7.X, this license is not required.
