Yes, with the STEP 7 V5.4 license you cannot work with higher versions such as STEP 7 V5.6 or V5.7. Therefore you will have to upgrade that license or buy a new one.

What I think is possible is that the license version V5.7 can work with previous versions, since they are backward compatible. However, you should check this with a Siemens sales representative.
