I cannot find any indication in the documentation that the structure of the tag persistence database has changed. Therefore, you should be able to use the database after upgrading to WinCC Unified RT or transferring to a different computer. Before starting the runtime, just make sure that the database is in the right location.

However, depending on how often you use it, your limit may change. Perhaps tag persistence is not the best solution. Since these values are typically configured during the commissioning phase, it would be better to store them in a JSON file. In the tag persistence database, you will find tags with internal IDs that can sometimes change.

I know its not ment to be used like this but perhaps you could also use the Parameter control system for this kind of job. you could store the values by operator and also you can import/export to file without using scripting too much. In case of systemstart you need a workflow to load the values from the dataset and write it to the tags but this would be also possible to automize.

I would also do a manual textbased file to store but I also have seen such solutions with kind of a recipe system.
