This can be achieved by using the "InteractiveZooming" property of the "PopupScreenWindow" object.

Using the release event ‘OpenScreenInPopup’ does not have the options for interactive zooming and panning and I can't get it to work by scripting either.

I already have UI.RootWindow.InteractiveZooming = false; in the Loaded event of my starting screen so I just added:
UI.PopupScreenWindows.InteractiveZooming = false;
UI.PopupScreenWindows.InteractivePanning = false;

But this does not work as intended.

UI.PopupScreenWindows.Count returns the number of open popups;iterating over instances is the recommended approach
