If you have the license on your PC, i would guess that a recent windows update has broken the ALM. Download and install the latest version of ALM.

ps. there is a lot of chatter about this same thing on the forum in the last 1 month, use the forum search to find more.

I have the same problem with TIA Portal v20, and I already tried to update the ALM, but it still does not work.

 Have you installed the latest updates to you TIA? 

What version of ALM do you have now?

What license version do you have and what is the license status in ALM?

uninstall the last windows update，and install the newest update of license manager.
