I am sorry, but PDM is a licensed product from Siemens, and you will not find help from us obtaining a free license. 

WhatI can suggest is to reach out to your nearest Siemens rep (if you do not know who that is, open the Contacts & Partners link at the right of this page and select the nearest city to you) and enquire about the part numbers in the screenshot below. These are the cheapest  least expensive licenses for PDM v6.1, and since it has been replaced you might ask them for an additional rebate (Good luck!).
